On May 4, 2016, the European commission issued a notice of G/TBT/N/EU/ 375, which proposed to amend the REACH code (EC)No1907/2006 appendix XVII, to increase the relevant provisions to restrict the use of decab-diphenyl ether (DecaBDE) in consumer products. The deadline for the briefing is 60 days after the release of the communique, which is expected to take effect in the second half of 2016. What is decabromo diphenyl ether (DecaBDE)? DecaBDE (DecaBDE) is a persistent, bioaccumulative and toxic chemical, often used as a flame retardant for plastic products and textiles, and many consumer products may contain such substances. Plastic products: ten brominated diphenyl ether is used in electric and electronic equipment, transportation tools (e.g. automobile and aircraft) and building materials (e.g. cable and throat). Textile products: decabromodiphenyl ether can be used to deal with a variety of artificial, mixed and natural fibers, mainly used in furnishings, curtains and bedding. The main content of the new revision is: decab-diphenyl ether (DecaBDE) cannot be produced or marketed as a product alone. The quality fraction of DecaBDE in the components of other substances, mixtures, objects or articles must not be greater than 0.1%. Exemptions: aircraft production and market delivery, aircraft, motor vehicle parts production and marketing in the 2007/46/EC directive; Agricultural and forestry vehicles in the area of (EU) No167/2013; Machinery within the scope of the 2006/42/EC directive; Items that are first marketed before the effective date of the law; Electrical and electronic equipment within the directive2011/65 /EC directive.
